Korea Electricity Bill Calculator — KEPCO Residential Tiers, Summer Rates and Surcharges
Estimate your KEPCO electricity bill in Korea from monthly kWh, including the tier jump at 400 kWh.
How a household electricity bill is set
- Progressive tiers — the more you use, the higher the unit price. In the other seasons (January–June and September–December) the tier changes at 200 kWh and 400 kWh; in summer (July–August) at 300 kWh and 450 kWh.
- The base charge differs by tier (₩910, ₩1,600 and ₩7,300). The moment you cross into the next tier the whole base charge changes, so using just 1 kWh more, from 400 kWh to 401 kWh, raises the bill by ₩6,780.
- The energy charge = usage in each tier × that tier's unit price. The unit prices are ₩120.0, ₩214.6 and ₩307.3.
- The climate and environment charge = usage × ₩9.0, and the fuel cost adjustment charge = usage × ₩5.0 (Q4 2026).
- 10% VAT and the Electric Power Industry Fund 2.7% are added on top of that subtotal (the "electricity charge subtotal").
Tariff table (residential, low voltage)
| Tier | Usage | Base charge | Energy charge per kWh |
|---|---|---|---|
| Other seasons, tier 1 | 0–200 kWh | ₩910 | ₩120.0 |
| Other seasons, tier 2 | 201–400 kWh | ₩1,600 | ₩214.6 |
| Other seasons, tier 3 | Over 400 kWh | ₩7,300 | ₩307.3 |
| Summer, tier 1 | 0–300 kWh | ₩910 | ₩120.0 |
| Summer, tier 2 | 301–450 kWh | ₩1,600 | ₩214.6 |
| Summer, tier 3 | Over 450 kWh | ₩7,300 | ₩307.3 |
KEPCO Cyber Branch residential (low-voltage) tariff table (effective 2023-11-09). In July–August and December–February, any usage above 1,000 kWh in a month is charged at the super-user rate of ₩736.2/kWh.
Estimated bill by usage
| Monthly usage | Other seasons (e.g. October) | Summer (August) |
|---|---|---|
| 100 kWh | ₩16,120 (tier 1) | ₩16,120 (tier 1) |
| 200 kWh | ₩31,220 (tier 1) | ₩31,220 (tier 1) |
| 300 kWh | ₩57,760 (tier 2) | ₩46,320 (tier 1) |
| 350 kWh | ₩70,640 (tier 2) | ₩59,980 (tier 2) |
| 400 kWh | ₩83,530 (tier 2) | ₩72,860 (tier 2) |
| 500 kWh | ₩126,160 (tier 3) | ₩110,280 (tier 3) |
| 600 kWh | ₩162,370 (tier 3) | ₩146,480 (tier 3) |
The table comes from the same function as the calculator on this page. In summer the tiers are wider, so the same usage costs less.
Worked example — 350 kWh in October
- Energy charge: first 200 kWh × ₩120.0 + remaining 150 kWh × ₩214.6 = ₩56,190
- Base charge: tier 2, ₩1,600
- Climate and environment charge ₩3,150 + fuel cost adjustment ₩1,750
- Electricity charge subtotal = ₩62,690
- VAT ₩6,269 + Electric Power Industry Fund ₩1,690 → estimated bill ₩70,640
Rounding follows KEPCO's method
The energy charge is rounded down below ₩1, VAT is rounded to the nearest ₩1, the Electric Power Industry Fund is rounded down below ₩10 and the billed amount is rounded down below ₩10. Usage is rounded to the nearest 1 kWh before calculating (KEPCO Standard Terms of Supply, Article 7, and the KEPCO bill calculator notes).
What this calculation does not include
- Welfare discounts (disability, basic livelihood recipients, many children, large families and so on), the automatic-payment discount and the essential-usage guarantee deduction are not included.
- The TV licence fee is billed separately and is not part of this calculation.
- The fuel cost adjustment rate and the climate charge can change. The basis is: KEPCO announcement of 2026-09-21 — fuel cost adjustment rate for Q4 2026 (October–December) kept at +5 won/kWh. If a month's usage straddles two seasons because of the meter-reading date, the bill can differ from this calculation.
- Other contract types — high-voltage residential, or apartments on a single or master contract — are billed differently.
Basis: KEPCO Cyber Branch residential (low-voltage) tariff table (effective 2023-11-09); KEPCO Cyber Branch climate and environment charge of 9.0 won/kWh (RPS 7.7 + ETS 1.1 + coal power reduction 0.2); KEPCO announcement of 2026-09-21: no change; KEPCO announcement of 2026-09-21 — fuel cost adjustment rate for Q4 2026 (October–December) kept at +5 won/kWh; Ministry of Economy and Finance — Electric Power Industry Fund levy rate cut (3.2% from 2024-07 to 2.7% from 2025-07; Korea Policy Briefing) (checked in October 2026). This is an estimate; the KEPCO bill is what you actually owe.
Frequently asked questions
How is the bill calculated?
Base charge + energy charge + climate and environment charge + fuel cost adjustment charge make the subtotal, and 10% VAT and the Electric Power Industry Fund (2.7%) are added to it. The energy charge multiplies the usage in each tier by that tier's unit price.
Why does the bill jump above 400 kWh?
From tier 3 the base charge rises to ₩7,300 and the unit price to ₩307.3. Just going from 400 kWh to 401 kWh adds ₩6,780. In summer (July–August) the boundary is 450 kWh.
Is the bill cheaper in summer?
For the same usage it is cheaper, because the summer tiers are wider and tier 2 starts at 300 kWh. But if air conditioning pushes your usage up, you can reach tier 3 easily.
My bill shows a different amount.
Welfare discounts, the automatic-payment discount, the essential-usage deduction, the TV licence fee and the meter-reading period (when it straddles two seasons) are not in this calculation. Compare the line items on your bill to see where it differs.
